Current status | On June 27, 2018 the Jury meeting stage 2 took place in Kyiv in order to decide the outcome of the Maidan Museum competition. The team behind the winning design is Kleihues + Kleihues Gesellschaft von Architekten mbH, Berlin/Germany. On February 19/20, 2018 the Jury met in Kyiv for the first time in order to decide on the outcome of the memorial competition and to choose 6 offices, out of 12 for further processing in the museum competition stage 2. The team behind the winning concept in the memorial competition is MIstudio, from Lviv (Ukraine)/ Rotterdam (The Netherlands). Competition type | The international design competition was organized as an anonymous two-stage project competition with an open pre-qualification procedure. The competition was divided in two competition parts (“nominations”) – the memorial and the museum. These tasks were subject of two parallel processes in Stage 1. For each part (“maidan memorial competition” and “maidan museum competition”), different competitors were selected. At the end of Stage 1, after a public viewing - the winning design for the “maidan memorial” was selected by the jury and publically announced. Subsequently the winning scheme of the memorial was integrated into all design proposals of Stage 2 of the “maidan museum competition”. Despite the division in two parts, both memorial and museum were regarded as interacting subjects, that had to be developed in an intertwining process. To support the interaction, both subjects were integrated in the two-stage competition. The languages used in the competition were English and Ukrainian, both enjoying equal status. Principles and Guidelines | The competition rules were based on the UNESCO Standard Regulations for International Competitions in Architecture and Town Planning, as well as the “UIA Guidelines for design competitions in architecture and related fields” as of July 2017, published by the Union Internationale des Architectes (uia). The Competition Rules were governed by the following basic principles: equal opportunities for all candidates (also during the pre-qualification period); assessment of applications exclusively in accordance with clear, pre-defined and non-discriminatory selection criteria; assessment of the submitted concepts in both phases by an independent jury; and anonymity of candidates in both stages. | ||||||||||||||||||||||||||||||||||||||
Competitors | A total of approx. 24 competitors shall be selected within the framework of an open international pre-qualification procedure. The pre-selection is divided for the two competition parts according different eligibility. For the "memorial competition", a total of approx. 12 artists/sculptors, architects or landscape architects will be selected to participate. For participation at the “museum competition” a total of approx. 12 architects or groups of architects or architect consortia will be selected. Based on each entry’s merit, at the end of Stage 1, the jury will select 6 or 7 participants of the museum competition for participation in Stage 2 of the competition. | ||||||||||||||||||||||||||||||||||||||
Fees and Prizes | For each competition nomination (memorial and museum), there are three prizes: First Prize – 21,000 Euro Second Prize – 13,000 Euro Third Prize – 8,500 Euro In addition, every participant who advances in the museum competition to Stage 2 and submits a detailed design concept conforming to the requirements laid down in the competition brief will receive a flat-rate fee of Euro 15,000 in respect of expenses incurred. Involvement of the public | Submission to Stage 1 was made public prior to the jury meeting without information about the projects’ authorship to collect a public opinion that will be delivered to the jury for its findings. Eligibility | The admission area is unrestricted in terms of countries and regions. Eligible for participation at the “maidan memorial competition” are artists/sculptors and individuals who, through recognition by the professional body in their country of residence, were entitled to use the occupational title “Architect” or “Landscape Architect” on the day of the announcement of the competition. Individuals from countries where the occupational title “Architect” or “Landscape Architect” is not subject to statutory regulation are eligible, provided they hold a degree or similar certificate of professional aptitude that it is recognized in the EU under 2013/55/EU (EU directive on recognition of professional qualifications). Eligible for participation at the “maidan memorial competition” are also consortia formed of individuals and legal entities that include at least one person eligible according to the previous paragraph. Legal entities are only eligible in such consortia if their statutory objectives include planning activities relevant to the competition task. Legal entities and architect consortia must name a single authorized representative who will be responsible for the fulfilling of the competition requirements according to the previous paragraph. The authorized representative as well as all authors of competition entries must meet the eligibility criteria applying to competitors. Notwithstanding the designation of a single authorized representative, each member of any consortia shall be jointly and severally liable for any submission from its consortium. Eligible for participation at the “maidan museum competition” are individuals who, through recognition by the professional body in their country of residence, on the day of the announcement of the competition were entitled to use the occupational title “Architect”.
